CLEMSON, SC – Clemson University President James F. Barker has been appointed by the National Collegiate Athletic Association (NCAA) to serve as chairman of one of four working groups charged with recommending changes to improve the culture and operation of Division I intercollegiate athletics.
Barker’s working group, Collegiate Model: Rules, will address the regulatory culture in meaningful ways that, in conjunction with an enhanced enforcement structure, can better support the collegiate model of sport by placing appropriate emphasis on the most significant regulations.
Steadman Upham, president of The University of Tulsa, will serve as vice chairman of the group.
“There is broad agreement among presidents, athletic directors and coaches that the NCAA rule book needs to be revised, clarified and shortened,” Barker said. “Our rules need to focus on integrity and the serious problems we face. They must be clear and easy to understand and enforce. That’s what this working group will try to deliver.”
The rules working group is currently:
reviewing membership responses to identify essential and nonessential rules and areas of regulation. developing outcome-based principles that better define what is important in supporting the collegiate model of athletics and its enduring values. reviewing current bylaws and proposals in the governance structure to determine if they are meaningful, support student-athlete success and are enforceable.
The NCAA Division I Board of Directors will hear their recommendation in April 2012.
